Sunshine Provisions
The Local WDB must conduct its business in an open manner as required by WIOA sec. 107(e), by making available to the public, on a regular basis through electronic means and open meetings, information about the activities of the Local WDB. This includes:
(a) Information about the Local Plan, or modification to the Local Plan, before submission of the plan;
(b) List and affiliation of Local WDB members;
(c) Selection of one-stop operators;
(d) Award of grants or contracts to eligible training providers of workforce investment activities including providers of youth workforce investment activities;
(e) Minutes of formal meetings of the Local WDB; and
(f) Local WDB by-laws, consistent with § 679.310(g).
Seventh Planning District Consortium Workforce Development Board entrust The Coordinating & Development Corporation (CDC) to operate with fiscal and professional integrity. We operate under guidance from the Workforce Innovation and Opportunity Act. Approximately one week before scheduled board meetings, detailed agendas (which call out Action items and reference source documentation) are posted to the website. Minutes of the meetings are posted when approved. All meetings are open to the public and contain a public comment period. Additionally, any meeting documents, all policies and procedures, award of grants or contracts to eligible training providers of workforce investment activities not posted online are always publicly available from the entrust The Coordinating & Development Corporation and may be requested at [email protected].
THE STEVENS AMENDMENT
The Stevens Amendment is an appropriations provision that requires grantees of the Department of Labor (DOL), Health and Human Services (HHS), and Education to disclose for a grant program the percentage of the costs financed with federal funds.
Since 1989, the United States Department of Labor’s (DOL) annual appropriation has included a provision known as the Stevens Amendment. Its purpose is to ensure transparency and accountability in federal spending. This provision requires the recipients of DOL grants and cooperative agreements to acknowledge federal funding when publicly discussing any projects or programs that DOL funded through its annual appropriation.
In compliance with the Stevens Amendment, funding details are provided below and revised annually.
WIOA Title I Programs
The Seventh Planning District Consortium Workforce Development Board’s Workforce Innovation and Opportunity Act programs are supported 100% by federal funds from the U.S. Department of Labor as part of an award totaling $3,327,651, with $0 (0%) financed from state, local, or non-governmental sources.
• WIOA Adult Program
Federally supported 100% by the U.S. Department of Labor in the amount of $1,387,031, with $0 (0%) non-federal funding.
• WIOA Dislocated Worker Program
Federally supported 100% by the U.S. Department of Labor in the amount of $749,036, with $0 (0%) non-federal funding.
• WIOA Youth Program
Federally supported 100% by the U.S. Department of Labor in the amount of $1,191,584, with $0 (0%) non-federal funding.

The goal of this award is to funds eligible participants aged 18 and up in the Healthcare, Transportation, and Manufacturing industry and occupational demands in Region 7. Contracts
For the period of October 1, 2024 through September 30, 2028, Seventh Planning District Consortium Workforce Development Board selected Eckerd Youth Alternatives, Inc., as the One-Stop Operator through a competitive procurement, with a budget that shall not exceed $98,000.00 annually. The WDB will have the option to renew the contract for up to three (3) additional one- year period contingent on funding availability and contractor performance, with Board approval.
