The Seventh Planning District Consortium Workforce Development Board
Pursuant to the Workforce Innovation and Opportunity Act, each State is to establish and implement a statewide system of job training and placement to facilitate the entry and productive participation of eligible youth, adults, and dislocated workers into the workforce through the provision of training, education, and job placement activities. The State of Louisiana, through its Governor, has designated the Seventh Planning District Consortium Workforce Development Board, which includes the parishes of Bienville, Bossier, Caddo (Balance), Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster, as the Seventh Planning District Workforce Development Area.
Our Workforce Development Board (WDB) is comprised of business owners, corporate executives, local educational organizations, labor unions, economic development agencies, government entities, and community-based organizations. Membership of the Board shall be comprised of a minimum of 12 private representatives and 11 public representatives. With a wealth of expertise, the WDB works side-by-side with the Red River Parish Police Jury (Sub-recipient) and The Coordinating & Development Corporation (Fiscal Agent) to address workforce deficiencies, to upskill workers, to develop potential employees and to ensure the workforce development system offers the highest quality services to its customers.

RFP for LWDA 70 Employer of Record 2024
The Coordinating & Development Corporation and The Seventh Planning District Consortium Local Workforce Development Board hereafter referred to as “LWDA 70”, is making a Request for Proposal (RFP) requesting proposals from private or public sector entities (“proposers”) to provide Employer of Record Services to clients/participants that participate in paid work. LWDA 70 will procure one proposer to provide Employer of Record Services for the LWDA 70 area including Bienville, Bossier, Caddo (except the City of Shreveport), Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster Parishes, in accordance with the Workforce Innovation and Opportunity Act of 2014 (WIOA).

The Seventh Planning District Consortium Local Workforce Development Board 70 hereafter referred to as LWDB 70, is making a Request for Proposal (RFP) from eligible entities or a consortium of eligible entities with the capacity to provide One-Stop Operator Services for the LWDB 70 area including Bienville, Bossier, Caddo (except the City of Shreveport), Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster Parishes, in accordance with the Workforce Innovation and Opportunity Act of 2014 (WIOA).

Question: The RFP says “The WDB reserves the right to adjust the schedule when it is in the best interest of the Board or to extend any published deadline in this RFP upon notification to those who have submitted a Letter of Intent to Propose by the date and time specified.” Is a Letter of Intent a required element?
Answer: No
Question: On the proposal requirements, there appears to be a discrepancy in how the budget and budget narrative should be treated: IV.A.3. indicates that “attachments and required forms are not included in the 20-page count.

Answer: This is a misprint, budget and budget narrative are NOT included in the page count.

Answer: Any cost that are related to personnel and related non-personnel costs of staff that perform both administrative functions specified in 20 CFR § 683.215(b). Please note that this expense cannot exceed 3%.
