PRIORITIZATION AND IMPLEMENTATION SCHEDULE

Obviously, the activities described in the action plan cannot all be accomplished at once. There are a variety of long-range and short-range actions described. At this point, it is necessary to identify the most important activities based on expected benefits; issues of greatest need and/or advancement of the region’s competitive advantage; the best use of limited resources; and positive economic, environmental, and social impacts.

The top priority projects are as follows:

Develop new industrial park space in Logansport. By the end of 2004, the land for this industrial park should be cleared, and an access road begun at the entrance of the park.

Develop a new business incubator in Natchitoches. By the end of 2004, the business incubator should be under construction.

Expand the infrastructure of the Natchitoches Industrial Park. By the end of 2004, a new access road should be under construction.

Construct additional hard-stand area exterior storage at the Port of Shreveport Bossier. By the end of 2004, this project should be complete.

Convert abandoned railroads to hiking and bicycling trails and park facilities in Springhill. By the end of 2005, this project should be complete.
